Ryan\u2019s legislative agenda \u2014 triggered an exodus of senior legislators that opened the way for a Democratic takeover&#8230;.<\/p>\n<p>That narrow focus on health care and a few economic issues came to define the Democrats\u2019 midterm campaign.
